Michigan families are paying the highest residential electricity rates in the Midwest while dealing with the worst reliability in the country. Meanwhile, families continue to face repeated outages and utilities continue seeking additional rate increases.
Energy costs and utility rates in Michigan are out of control. Since 2019 residential electricity rates alone have increased by over 28%. We talk all the time about competing with Mexico and China, but we can barely compete with other states in the Midwest. We have to make sure that we’re doing everything to make sure energy in our state is reliable and economical. This plan is how we get there.

Put affordability first
Hold regulated residential bill growth at or below inflation and require utilities seeking rate increases to clearly show what they will cost Michigan families.
Make utilities earn their money
Tie utility profits to lower costs, fewer outages, faster restoration, and better reliability, not simply how much utilities spend.
Fire MPSC rate hikers
Replace MPSC commissioners who have consistently approved massive rate increases with commissioners who will protect Michigan ratepayers, and end secret communications, meetings, and non-disclosure agreements.
Repair, harden, or bury failing lines
Target Michigan’s worst-performing circuits and determine the most cost-effective long-term solution to keep the lights on.
Strengthen outage compensation
Increase automatic compensation for families experiencing long or repeated outages and use smart-meter data to prioritize chronically failing neighborhoods.
Increase energy choice
Raise Michigan’s electric-choice cap from 10% to 30%, giving more residents the opportunity to choose their electricity provider while protecting consumers from hidden fees and abusive contracts.
Reverse costly energy mandates
Repeal PA 235 and pursue an all-of-the-above energy strategy where nuclear, natural gas, renewables, storage, existing plants, and new technologies compete on cost and reliability.
Protect the People
Require local approval and transparency surrounding data centers, protect ratepayers and Michigan’s air, land, water, and noise, while prioritizing brownfields over productive farmland.
Open the books
Strengthen disclosure of utility lobbying and political spending, expand competitive bidding, and bring greater transparency to rate cases, contracts, and regulatory decisions.

The Mission
We are eliminating the state income tax. Not someday. Not maybe. We are doing it. Michigan families, workers, and small businesses deserve to keep every dollar they earn. You wake up early, work hard, play by the rules, and Lansing takes a cut before you ever see your paycheck. That ends when I am Governor. My plan starts by cleaning out the waste, rewarding the workers who keep this state running, and growing our economy until the income tax is gone for good. No gimmicks. No empty promises. Just results.
Take the Hill: Clean Up Lansing
Before we ask Michigan families for anything, we are going after the billions Lansing has already wasted. In Year One alone, we can credibly identify at least $3 billion in corporate welfare, unspent slush funds, pork, and fraud sitting right there in Lansing. This is not theoretical. It has already been documented by the Michigan House Oversight Committee, the state Auditor General, and both fiscal agencies.
Here is where we start:
- Over $1.52 billion still sitting in economic development slush funds including SOAR, the Critical Industry Program, and the Strategic Site Readiness Program
- Nearly $662 million in unspent General Fund balances that should have gone back to taxpayers years ago
- Up to $840 million in unemployment fraud penalties and recoveries that Whitmer refused to pursue
- More than $1 billion in earmarks and pork that gets stopped immediately
Governor Whitmer is now spending $20 billion more every single year than at the peak of the pandemic. An independent journalist found nearly $9 billion in fraud in Minnesota, a state with half our population. If they found that much there, imagine what a real forensic audit will find here. This $3 billion is just where we start.
A $3 to $3.5 billion cleanup equals 22 to 26 percent of the entire state income tax take. That is enough to deliver an immediate one-quarter cut in your income tax burden starting Day One. This is not free money. This is YOUR money. We are just going to take it back.
Take Care of Our People: Reward the Workers Michigan Cannot Afford to Lose
Michigan has the second-highest unemployment rate in the nation while at the same time we cannot find enough nurses, electricians, welders, teachers, machinists, or farm workers to keep this state running. Lansing’s answer has been to hand billions to politically connected corporations and pay able-bodied adults to stay home. That is not an economic policy. That is an insult to every person who gets up and goes to work every day.
In the Army we had a saying: mission first, people always. I am bringing that to Lansing.
My plan delivers real relief to the people who actually build this state:
- A Retention and Relocation Worker Tax Credit for American workers already in shortage occupations and for Americans who move to Michigan to fill them
- A 100 percent tax credit for businesses that invest in scholarships for students pursuing skilled trades, healthcare, manufacturing, IT, and education
No insiders. No special access. No politically connected middlemen collecting a fee. Every Michigan business is eligible. We cut taxes for the nurses, the welders, the electricians, and the teachers first. The people Lansing has ignored the longest get relief first.
Finish the Mission: Eliminate the Income Tax for Good
As we cut the waste and the workforce tax credits drive real economic growth, we phase out the income tax entirely. No income tax states consistently attract more people, more businesses, and more investment. Tennessee. Florida. Texas. They are growing. We are losing people. That is not an accident. That is the result of bad policy and weak leadership.
My administration will publish a real-time online Spending Dashboard that every Michigan citizen can search from their phone. We will conduct mandatory Auditor General performance audits every six months. And we will pay whistleblowers a portion of every dollar of recovered waste they help us find. Lansing will be the most transparent government in America because Michigan families will demand nothing less.
The critics will ask how we replace the revenue. Here is the answer. We run Lansing the way Michigan families run their households. You do not spend money you do not have. You cut the waste first. A stronger economy means more revenue even at lower rates. Michigan workers have been carrying Lansing for decades. It is time Lansing started carrying them.
